Lovely, but huge

I’m in love with the style of this anklet but my god is it huge. I don’t know whose ankle this is meant to fit but when I put it on the tightest loop it still drops below my ankle bone. Will prob take to someone to alter it but I’d really rather not have to do that in the future. Truly, no woman’s ankle is this big, the fact that it has loops to make it looser completely baffles me.
